Compulsory ujamaa villages in Tanzania, collectivization in Russia, Le Corbusier's urban planning theory realized in Brasilia, the Great Leap Forward in China, agricultural "modernization" in the Tropics -- the twentieth century has been racked by grand utopian schemes that have inadvertently brought death and disruption to millions. Why do well-intentioned plans for improving the human condition go tragically awry? In this wide-ranging and original book, James C. Scott analyzes failed cases of large-scale authoritarian plans in a variety of fields. Centrally managed social plans misfire, Scott argues, when they impose schematic visions that do violence to complex interdependencies that are not -- and cannot -- be fully understood. Further, the success of designs for social organization depends upon the recognition that local, practical knowledge is as important as formal, epistemic knowledge. The author builds a persuasive case against "development theory" and imperialistic state planning that disregards the values, desires, and objections of its subjects. He identifies and discusses four conditions common to all planning disasters: administrative ordering of nature and society by the state; a "high-modernist ideology" that places confidence in the ability of science to improve every aspect of human life; a willingness to use authoritarian state power to effect large-scale interventions; and a prostrate civil society that cannot effectively resist such plans. "A broad-ranging, theoretically important, and empirically grounded treatment of the modern state and its propensity to simplify and make legible a society which by nature is complex and opaque. phenomenal! fantastic! High recommended if you are interested in the underlying ideologies supporting the authoritarian state-lead utopian project. But personally, a romanticizing vision of metis is also dangerous to perpetuate the disastrous outcomes brought by those autocracies.

评分专注质疑国家三十年,惜略失水准。并非反对一切国家干预和科学知识,主要是在发展型国家/强国家理论热潮过后,剖析特殊情境中特殊政策和话语组合:革命和后殖民提供急切发展和管理要求,科学主义、乌托邦意识形态、强国家和弱小市民社会组合中,移植西方经验的发展政策以满足国家抽税便利和政策简便为优先,过分切削本地知识和社会纽带造成不良后果;但过分强调传统守护和自身发展潜力,似低估本地知识和纽带转变以适应规划的能力。认识论上怀疑社科削减历史偶发性的努力,将国家官僚机器的行政手段、科学规划和市场经济价格机制的简化作用混为一谈,过于简单。或许过分受偏远地区田野经验、人类学视角和农业经济为重点的限制,对工业、科学和农业更多强调其潜在负面性而忽略其灵活性。提出的开放性制度和尊重本地知识、社会纽带,大概已成为共识。
